What "file generation" means here
Harbor EU E-Invoicing produces the structured invoice file each format requires, on your own server. For XRechnung, ZUGFeRD/Factur-X and UBL, that file is the deliverable; you send it to your buyer or upload it where your customer requires. Three features have an extra step that is not ours to take:
- FatturaPA: produces the SdI-format XML. Transmission to the Sistema di Interscambio stays with you, through your intermediary or the Agenzia delle Entrate Fatture e Corrispettivi portal. An invoice is not issued for Italian tax purposes until SdI has accepted it.
- Peppol delivery: sends through the Storecove access point and needs your own Storecove account and API key. It is not provider-agnostic.
- VeriFACTU: is in beta. It talks to AEAT's pre-production endpoint and requires your own qualified certificate (FNMT). Do not rely on it for live filing yet.

FAQ
Which profile do I need: Peppol BIS Billing 3.0 or EN 16931?
Choose Peppol BIS Billing 3.0 if you sell B2B into the Peppol network and your buyers have EU VAT numbers. Choose EN 16931 if you also sell to consumers or to buyers without a VAT number; it is the European standard without the Peppol-specific restrictions.
Does this validate VAT numbers against VIES?
No. VAT numbers are checked offline against the published format for each EU member state. No request leaves your server.
Which national mandate formats does the Pro tier add?
The Pro tier adds XRechnung (Germany), ZUGFeRD/Factur-X hybrid PDF (validated as PDF/A-3b), FatturaPA XML for Italy (file generation only; transmission to SdI stays with you), Peppol network delivery via Storecove (account required), and VeriFACTU for Spain (beta, test endpoint only). The free tier generates standard EN 16931 and Peppol BIS Billing 3.0 XML.
